New California Instructions for CDL/CLP Drivers under 21
Remember:
CA DMV will not accept Page 5 for any reason.
CA will not accept any MEC that has the second circle marked.

The new instructions only apply to CDL/CLP drivers or applicants who are medically qualified to drive across state lines (interstate) except they are under 21 years old.
In this case, CMEs are to use page 4 and issue the driver a MEC and mark the first circle that is used for interstate drivers.
Have the driver go to a CA DMV office, and the CA DMV will give them a CDL or CLP that is restricted to intrastate driving. Teamwork makes the Dream Work
